Absorption in Ultra-Peripheral Nucleus-Atom Collisions in Crystal

The Glauber theory description of particle- and nucleus-crystal Coulomb interactions at high-energy is developed. The allowance for the lattice thermal vibrations is shown to produce strong absorption effect which is of prime importance for quantitative understanding of the coherent Coulomb excitation of ultra-relativistic particles and nuclei passing through the crystal.Comment: 8 pages, LaTe

Spin exchange in quantum rings and wires in the Wigner-crystal limit

We present a controlled method for computing the exchange coupling in strongly correlated one-dimensional electron systems. Exchange interaction in quantum rings and wires in the Wigner-crystal limit

We present a controlled method for computing the exchange coupling in correlated one-dimensional electron systems based on the relation between the exchange constant and the pair-correlation function of spinless electrons. This relation is valid in several independent asymptotic regimes, including low electron density case, under the general condition of a strong spin-charge separation. Explicit formulas for the exchange constant are obtained for thin quantum rings and wires with realistic Coulomb interactions by calculating the pair-correlation function via a many-body instanton approach. A remarkably smooth interpolation between high and low electron density results is shown to be possible. These results are applicable to the case of one-dimensional wires of intermediate width as well. Our method can be easily generalized to other interaction laws, such as the inverse distance squared one of the Calogero-Sutherland-Moser model. We demonstrate excellent agreement with the known exact results for the latter model and show that they are relevant for a realistic experimental setup in which the bare Coulomb interaction is screened by an edge of a two-dimensional electron gas.Comment: 12 pages, 5 figure

Calculating loops without loop calculations: NLO computation of pentaquark correlators

We compute next-to-leading order (NLO) perturbative QCD corrections to the correlators of interpolating pentaquark currents. We employ modular techniques in configuration space which saves us from the onus of having to do loop calculations. The modular technique is explained in some detail. We present explicit NLO results for several interpolating pentaquark currents that have been written down in the literature. On the infrared freezing of perturbative QCD in the Minkowskian region

The infrared freezing of observables is known to hold at fixed orders of perturbative QCD if the Minkowskian quantities are defined through the analytic continuation from the Euclidean region. In a recent paper [1] it is claimed that infrared freezing can be proved also for Borel resummed all-orders quantities in perturbative QCD. In the present paper we obtain the Minkowskian quantities by the analytic continuation of the all-orders Euclidean amplitudes expressed in terms of the inverse Mellin transform of the corresponding Borel functions [2]. Our result shows that if the principle of analytic continuation is preserved in Borel-type resummations, the Minkowskian quantities exhibit a divergent increase in the infrared regime, which contradicts the claim made in [1]. We discuss the arguments given in [1] and show that the special redefinition of Borel summation at low energies adopted there does not reproduce the lowest order result obtained by analytic continuation.Comment: 19 pages, 1 figur

УДОСКОНАЛЕННЯ ОРГАНІЗАЦІЙНО-ПРАВОВОГО МЕХАНІЗМУ ДЕРЖАВНОГО УПРАВЛІННЯ ЕКОНОМІКОЮ: ЄВРОПЕЙСЬКИЙ ДОСВІД ДЛЯ УКРАЇНИ

In the article it is investigated that today the important scientific and practical task that corresponds to the most modern tendencies and tasks of state policy is the analysis of issues in the organizational and legal provision of public administration, the identification of ineffective legal instruments for stimulating development in the country and the presentation of concrete proposals on ways to solve these problems. . The experience of transition economies in reforming the state management of the economy, which is taking place in an unprecedented crisis of management and a significant narrowing of the spectrum of services guaranteed by the state, is researched. It is determined that introduction of quality standards and creation of a quality management system in state authorities will not only increase administrative capacity and provide improvement and strategic development. It is proved that for Ukraine, European integration is primarily related to internal reforms: the adaptation of Ukrainian legislation to EU legislation, the implementation of European values, the reform of institutions, the transition to European standards, procedures and norms.It is grounded that the introduction of quality standards and the establishment of a quality management system in public authorities will not only increase administrative capacity and provide improvement and strategic development, but also ensure: openness of management, public interaction through public consultations; focusing on the consumer, feedback through the study of public opinion when making a management decision or providing public service; prognostic rationale and prediction of the consequences of making managerial decisions; process approach, when the process is analyzed and adjusted, and not the defects of the final product are fixed; the level of organization of public administration will increase, and the efficiency and effectiveness of public authorities will increase accordingly; increasing the role and administrative capacity of local self-government bodies, and hence the possibility of delegation of authority (decentralization); involving all employees and stakeholders in the organization's activities, enabling the team to work and move along a common direction of development, rather than rushing apart.Исследовано, что на сегодня важным научно-практическим заданием, которое соответствует наиболее современным тенденциям и задачам государственной политики, выступает анализ вопросов в организационно-правовом обеспечении государственного управления, выявление неэффективных правовых инструментов стимулирования развития в стране и представление конкретных предложений о путях решения этих проблем. Исследован опыт стран с переходной экономикой в реформировании государственного управления экономикой, что происходит в условиях неслыханного кризиса управления и существенного сужения спектра услуг, гарантированных государством. Определено, что введение стандартов качества и создание системы управления качеством в органах государственной власти не только повысит административную способность, но и обеспечит усовершенствование и стратегическое развитие. Доказано, что для Украины европейская интеграция связана прежде всего с внутренними реформами: адаптацией украинского законодательства к законодательству ЕС, реализацией европейских ценностей, реформированием институтов, переходом к европейским стандартам, процедур и норм.Обосновано мнение о том, что введение стандартов качества и создание системы управления качеством в органах государственной власти не только повысит их административную способность и обеспечит усовершенствование и стратегическое развитие, а также обеспечит: открытость управления, взаимодействие с общественностью путем публичных консультаций; ориентируясь на потребителя, обратную связь путем изучения общественного мнения при принятии того или иного управленческого решения или предоставлении государственной услуги; прогностическое обоснование и предвидение последствий принятия управленческого решения; процессный подход, когда анализируется и корректируется процесс, а не исправляются недостатки конечного продукта; повысится уровень организации государственного управления, а соответственно возрастет действенность и эффективность органов государственной власти; повышение роли и административной способности органов местного самоуправления, а следовательно, возможность делегирования полномочий власти (децентрализация) привлечение всех работников и заинтересованных сторон в деятельности организации, позволяет команде работать и двигаться по общим направлением развития, а не бросаться в разные стороны.Досліджено, що на сьогодні важливим науково-практичним завданням, яке відповідає найбільш сучасним тенденціям і завданням державної політики виступає аналіз питань у організаційно-правовому забезпеченні державного управління, виявлення неефективних правових інструментів стимулювання розвитку у країні та подання конкретних пропозицій про шляхи розв’язання цих проблем. Досліджено досвід країн із перехідною економікою в реформуванні державного управління економікою, що відбувається за умов нечуваної кризи управління та суттєвого звуження спектра послуг, гарантованих державою. Визначено, що запровадження стандартів якості та створення системи управління якістю в органах державної влади не тільки підвищить адміністративну спроможність, а й забезпечить удосконалення і стратегічний розвиток. Strong coupling constant from τ\tau decay within renormalization scheme invariant treatment

We extract a numerical value for the strong coupling constant \alpha_s from the \tau-lepton decay rate into nonstrange particles. A new feature of our procedure is the explicit use of renormalization scheme invariance in analytical form in order to perform the actual analysis in a particular renormalization scheme. For the reference coupling constant in the \MSsch-scheme we obtain \alpha_s(M_\tau)= 0.3184 \pm 0.0060_{exp} which corresponds to \al_s(M_Z)= 0.1184 \pm 0.0007_{exp} \pm 0.0006_{hq mass}. This new numerical value is smaller than the standard value from $\tau$-data quoted in the literature and is closer to \al_s(M_Z)-values obtained from high energy experiments.Comment: 8 page

Two-loop corrections to the correlator of tensor currents in gluodynamics

Results of evaluating the leading order $\alpha_s$ corrections to the correlator of tensor currents in pure gluodynamics are presented. These corrections to the parton result for the correlator are not large numerically that allows one to use perturbation theory for the analysis of the resonance spectrum within the sum rules method.Comment: 10 pages, latex, no figure
